Mar Roxas on Education

The Problem

Our Education system is broken: Filipino students are being left behind, compared to their counterparts in Asia and the world.

Increasing number of children deprived of Education: The National Statistical Coordination Board had reported that more children do not have access to primary education now than five years ago-16.8% in 2007 compared to 9.7% in 2003-due to the rising cost of living and prices of basic needs. The International Finance Corp. also recently reported that the country's business competitiveness ranking slid down to 133rd, from 130th.

High drop-out rates: It can be noted that most kids drop out from school young: 22% of children who enter Grade 1 will have dropped out by Grade 3. Studies show a strong correlation between poor nutrition and high dropout rates. Furthermore, of all Grade 6 students, only 26%, 15% and 31% of students gain the required mastery of English, Science and Math, respectively.

Educational plans are failing: Filipino families have suffered in the hands of irresponsible pre-need companies. Hard-earned money, shelled out by hardworking parents month after month, to secure the dream of quality education for their children, has gone down the drain.

Mar Roxas' Action

Omnibus Education Reform: Roxas has filed Senate Bill 2294 entitled Omnibus Education Reform Act of 2008 that would fix the problems in our broken educational system.

Mother tongue as medium of instruction: In the said proposed measure, Roxas wants the use of the Philippine language as a medium of instruction for Grades 1 to 3, saying studies have shown early education in the native language is more effective.

Expanded 12-year Basic Education program: In Roxas' bill, although unpopular for the students, mandates the increase from 10 to 12 the number of years in the basic education in consonance with international standards in order to make our own world-class educational system. It would also include competency evaluation at grades three and six, a remedial year between grade school and high school, and an “output-oriented” high school curriculum that would equip graduates with the right skills, whether they choose to pursue college or already be employed.

Institutionalization of a long-term planning process for Education: The Roxas' plan would be rolling five-year budget plans that are consistent with quantitative and qualitative targets for education.

Intensive training and upgrading programs for teachers: Roxas wants to help teachers arm their students with the right competencies and knowledge by giving training programs on teaching methods using the mother language for teachers in Grades 1 to 3, and upgrading courses for English, Science and Math teachers who are not majors in these subjects.

Establish a Pre-Need Code: Roxas already filed in the Senate the Pre-Need Code since 2008. This will hold pre-need companies to stricter standards to safeguard the rights of Filipino families, such as concrete measures to protect plan holders; detailed provisions on the securities a pre-need company can invest in; and the percentage of the premiums that should go into the trust fund.

It also prescribes qualifications for those who manage the trust fund; and establishes an agency to regulate pre-need companies based on prudential principles based on soundness, stability, and sustainable growth.

Mar Roxas' Record

Record of Advocacy: Roxas, then a Congressman from Capiz, has been the author of Republic Act 7880 ("Fair and Equitable Access to Education Act") also known as the Roxas Law. The law ensures fair distribution of the education capital budget among all the provinces. This started his advocacy for fair and equitable access to education, free from regional bias and political patronage considerations. Now, as Chairman of the Senate Committee on Education, Arts and Culture, he will continue to push for education reform to improve our broken educational system.

He also authored the ‘PCs for Public Schools Project’ to provide student and teachers IT access. To date, the program has distributed 30,000 computers to over 2,000 public high schools nationwide, opening doors on hands-on computer training to 500,000 students yearly and reducing the computer backlog in public high schools by more than half, from 69 percent to 31 percent.

Roxas has also been working for all the parents out there who work long and hard to provide their children a life much better than what they had by putting their trust on the pre-need companies. He has been pushing for the Pre-Need Code in the Senate so that their sacrifice would not go to waste.

No freedom on maintaining reproductive health: The Reproductive Health bill has been stagnating in the House of Representatives because of the fallacies and misconception that were hurdled against it. Married couples are being dictated by the Church and even the State on whether they should use contraceptives or not, or if they, what should be the contraceptive they should use.

Informed choice: Roxas wants to let the married couple use any kind of contraceptive that they want as long as it promotes a healthy and reproductive life. He supports the Reproductive Health bill on providing informed choice to married couples on contraceptives. He doesn't want to let the State or the Church dictate on what they should use.

Mar Roxas on Good Governance

The Problem

Excessive secrecy in the government: The government has been habitually withholding routine information from the public just as the executive continues to use and abuse the claim of ‘executive privilege’ to further clamp down on information vital to the fight against corruption and general public discourse needed for democratic governance.

Euro Generals Scandal: The blatant violations of existing laws and executive directives of high-ranking police officials linked to the “Euro Generals” fund mess has tarnished the country once again. The release of the 105,000 euros from the Philippine National Police’s intelligence and confidential funds was tainted with irregularity and disregard of the law, especially after Supt. Samuel Rodriguez testified that he had warned his superior, Finance Service director Chief Supt. Orlando Pestaño, that such a release violated the presidential directive governing the disbursement and expenditure of intelligence and confidential funds.

ZTE Controversy: The Arroyo administration’s undue haste in forging a $1.8-billion loan deal with China for several big-ticket projects, including the controversial $329-million national broadband network deal with ZTE Corp. of China has tarnished our country also. It was not our priority and of limited use only, exclusively for the government. It was not transparent, thus possibly overpriced and overdesigned.

Mar Roxas' Action

Full transparency in government foreign trips: Roxas wants to have more transparency and accountability in the use of public funds for the foreign travels of government officials and employees, including those in the uniformed service. In the Senate, he filed Senate Bill No. 2982, or the proposed Government Employees Official Travel Accountability Act of 2009, to discourage a recurrence of the "Euro Generals Scandal".

Free Information: Roxas wants to reverse the excessive secrecy in the treatment of routine information with no bearing upon national or diplomatic security by placing capricious limits to the people’s access to public information. It violates the Constitution and weakens the principle of democratic checks and balances. He has been pushing for Senate Bill No. 109, the proposed Free Information Act that would require all government agencies to respond to all requests for information within two days. Only requests for information pertaining to national security, diplomatic relations and similar matters can be refused.

Amendment the Government Procurement Reform Act: Roxas wants to let the law clarify that even executive agreements are subject to public bidding in order to avoid another ZTE Controversy.

Foreign assistance-funded projects Transparency: Roxas wants to make sure that their is transparency in foreign assistance-funded projects by having all of them ratified first by the Senate before being implemented.

Mar Roxas' Record

Record of Advocacy: Roxas has been fighting for good governance. In the Senate, he took an active role in the inquiry on the ZTE Broadband Deal, Euro Generals Controversy and the Fertilizer Fund Scam. He has been pushing for transparency in the government especially when he questioned the way how the Memorandum of Agreement on Ancestral Domain between the Philippine Government and the Moro Islamic Liberation Front in the Supreme Court, and succeeded.

He was also the one who bared the $50 million, six-month contract with American lobby firm, Covington & Burling LLP, which would cost more than Washington’s military aid to the Philippines just to promote the interests of the Republic of the Philippines with the US Congress and the US Government on a range of political, economic, and security issues. Another scam which he also bared was the alleged misuse of millions funds for the acquisition of post-harvest facilities of the National Agribusiness Corp. (Nabcor), a government-owned and controlled corporation under the Department of Agriculture (DA).

With these, he would continue to ensure that there is transparency in the government to avoid corruption that has deteriorated our country for several years.

Mar Roxas on Health

The Problem

Costly Medicines: Many Filipinos has been suffering and dying because of not being able to buy the medicines needed for their family members. Prices of medicines in the Philippines remains among the highest in the region - including the 11 vital drugs that each Filipino should have access to. Unfortunately, despite the passage of Mar Roxas' Universally Accessible Quality and Cheaper Medicines Act of 2008, the Arroyo government has not been able to allocate P10 billion on top of the budgets of various agencies implementing the Cheaper Medicines Act. This makes these agencies unable to implement the said measure despite the law and its Implementing Rules and Regulations.

Neglected Botika ng Bayan: After Roxas' term ended in the Department of Trade and Industry, the then newly-opened Botika ng Bayan stores, whom he envisioned to sell cheaper medicines for the people, upped the prices, dismaying the public and prompting them to go back to buying their medicines from big pharmacies that sold expensive drugs.

Mar Roxas' Action

Quality and Cheaper Medicines: Roxas, being the principal author of Republic Act 9502, also known as the Universally Accessible Quality and Cheaper Medicines Act of 2008, that would bring down the cost of medicines in the Philippines by allowing "parallel importation" of patented medicines from other countries where these are more affordable; prohibiting the grant of new patents based only on newly-discovered uses of a known drug substance; allowing local generics firms to test, produce and register their generic versions of patented drugs, so these can be sold right upon patent expiry; giving the President the power to impose price ceilings on various drugs, upon the recommendation of the Secretary of Health; and strengthening the Bureau of Food and Drugs (BFAD) in order for it to ensure the safety of medicines.

Allow LGUs to use funds to import Cheaper Medicines: Roxas wants to let the Department of Budget and Management to allow local government units (LGUs) to use its funds to purchase quality and affordable medicines directly from the Philippine International Trading Corp.

Barangay Health Corps: Roxas wants address the need to bring quality health services to the barangay level. In the Senate, he has filed the Senate Bill No. 3012, or the proposed Barangay Health Workers Act of 2009, that seeks to appoint at least five (5) barangay health workers in each of the country's 41,994 barangays. To ensure that they are qualified, Roxas wants to let them be duly-accredited by the municipal or city health board in accordance with guidelines set by the Department of Health (DoH).

More Botika ng Bayan: Roxas wants to let the government and the private sector to invest in establishing drugstore outlets accessible to all 45,000 barangays so that quality and affordable medicines to be truly accessible to the poor.

Mar Roxas' Record

Record of Advocacy: Cheaper medicines has been Roxas' major advocacy even during his time as Congressman in the House of Representatives where, against pressure from different interests, particularly multinational drug companies, he fought for the right of every Filipino to quality affordable medicines, a personal advocacy adopted since the death of his brother from a lingering illness at the young age of 32.

This crusade was founded on the Presyong Tama, Gamot Pampamilya program, launched during his tenure as Trade and Industry Secretary, which benefited millions of Filipinos direly in need of effective, low-cost medicines. During his stint in the DTI, he negotiated for trade concessions to be granted to developing countries under the Trade Related Intellectual Property System (TRIPS) international agreement. In the Senate, the crusade continued with Roxas’ authorship of Republic Act No. 9502, or the Universally Accessible, Cheaper and Quality Medicines Act of 2008, signed into law in June 7, 2008.

Roxas is now fighting for the proper implementation of the law, and considers the Senate’s approval of a P1-billion budget in 2009 for the parallel importation of cheap medicines in 2009 as an important step in that direction.

Mar Roxas on Agriculture

The Problem

Insufficient domestic production of rice: Philippines was once known as the prime exporter of rice, but unfortunately, nowadays, we are importing it. The government wasn't able to harness the skills of our farmers in order to increase our rice production as the demand of it increases and instead focused on short-term solutions and helping foreign farmers rather than ours.

Fertilizer fund scam: Corruption and mismanagement in the government has reached to the Department of Agriculture and spared our farmers from benefiting fertilizers worth P728 Million.

Mar Roxas' Action

10-Year Food Security Plan: Roxas wants to formulate a food security plan that is done quietly but competently in consultation with experts and stakeholders, attuned with global trends and realities but with very clear domestic targets and a realistic to-do list. It must be done soup-to-nuts style, meaning from seed distribution to market access and with social programs to help farmers in between cycles. It must identify the number of driers that the Department of Agriculture (DA) will purchase for our farmers per municipality to prevent spoilage and wastage. It also must include a nationwide irrigation plan and funds for R&D attuned to specific rice productivity targets for the next ten years. It should include a detailed plan for other non-agricultural food sectors as well.

Food Transparency: In filing Senate Bill No. 2161, Roxas wants to seek transparency in all government transactions involving food and basic commodities, especially rice and corn. He believes that part of the people’s basic right of access to adequate and affordable food is giving full access to information on the same, including supply, production and imports, prices, and other factors and risks. The said measure would also help institute good governance in all government actions and transactions in relation to food and basic commodities, and help the government in targeting food distribution and soliciting private sector help in improving food security.

Halting conversions of irrigated land: Roxas wants investigate how much has the government spent on irrigation for these converted lands.

Farmers' accessibility on inputs: Roxas' plan wants to ensure that all of the inputs necessary — seeds, fertilizer, pesticides, among others—must be made available to farmers.

Development of 'small water impounding' irrigation systems: As part of improving our irrigation systems, Roxas wants to develop 'small water impounding' irrigation systems which costs only about P30,000 per hectare, versus large-scale irrigation through dams which costs P100,000 per hectare.

Utilize the Agusan and Lanao marsh areas: Roxas wants to open up the Agusan and Lanao marsh areas for planting, as these are ideal for planting rice, similar to the Vietnamese river delta basin.

Put an end to sugar smuggling: Roxas wants to show political will by putting a stop to sugar smuggling and to negotiate the retention of tariffs on imported sugar.

Agriculture support: Roxas wants to allocate P10 Billion in agriculture support, including programs to provide fertilizer support and rehabilitation and maintenance of 1.4 million hectares of irrigated land nationwide.

Agricultural credit: Roxas has filed Senate Bill No. 2916 that would address the credit needs of peasants while at the same time provides security from risks for formal lending institutions. It intends to increase credit opportunities and investments in the rural agricultural sector by enhancing the value of farmlands as credit instruments in the financial market.

Record of Advocacy: Roxas has been in touch with the agriculture sector. As then Department of Trade and Industry Secretary, he has teamed-up with the Department of Agriculture in monitoring the prices of agricultural products and making sure that their producers can have accessibility to the markets. He has been fighting against the sugar smuggling that has continued to exist in the country and has been also in the front of introducing agricultural reforms knowing that the country's agriculture sector is its backbone industry.

In the Senate, he has also been standing up for the side of the farmers as corrupt officials diverted the P728 Million Fertilizer Fund into their own pockets. He continues to wage this fight until the people involved in this scam are proven guilty.

Mar Roxas on Taxes

The Problem

VAT on Oil: The Government has continued to impose Value-Added tax on oil and refused to approve any measure that would remove the said tax from it despite the knowledge that it greatly affects the prices of oil sold here in the Philippines.

Arroyo administration's "half-baked" implementation of RA 9504: The Bureau of Internal Revenue, under President Gloria Macapagal-Arroyo, with Revenue Regulations No. 10-2008, particularly the provisions providing for only a half-year exemption for minimum wage earners, and the limited scope of minimum wage earners eligible for the tax relief has betrayed the law and the people, especially the minimum wage earners.

Documentary Stamp tax on OFW remittances: The 0.15% documentary stamp tax imposed on Overseas Filipino Workers' (OFW) remittances is an additional burden for them and for their families at home especially during times when the Peso appreciates from the foreign currency.

Mar Roxas' Action

One time tax rebate: Roxas has pushed for tax rebates as a stimulus package to help workers cope with the global financial meltdown's effect on the local economy. He proposed in Senate Bill No. 2689 to provide a one-time P5,000 tax rebate for the country's 2 million fixed-income earners that would augment workers' incomes, which they themselves will use for their own priorities, such as paying tuition fees for their children, housing loan payments, medicines and other healthcare purchases, among others.

Implement RA 9504 properly: Roxas being the principal author of the law wants to make it a point that he would properly implement Republic Act 9504 (Tax Exemption Law on Minimum Wage Earners) unlike under the Arroyo administration that delivered a "half-baked" tax exemption on minimum wage earners for the year 2008.

Remove Documentary Stamp tax on OFW remittances: By filing Senate Bill No. 2479 which aims to remove the Documentary Stamp tax paid by Overseas Filipino Workers through remittances, Roxas wants to let them have the supposedly taxed amount in order to help them cope with their daily lives.

No to Text Tax: Roxas has vowed to oppose any proposal to tax on popular text messaging services on mobile phones and called it as "rubbing salt into the wound."

Mar Roxas' Record

Record of Advocacy: Senator Roxas has helped push for the passage for the law Exempting Minimum Wage Earners from Income Tax (Republic Act 9504) being its principal author that would provide minimum wage earners in the private sector, as well as government workers with the equivalent of a minimum wage salary, with an additional take-home pay of P34 per day, or P750 per month, by exempting them from income taxes. It also increases the personal exemptions of all individual taxpayers.

He also advocated for the removal of the value-added tax imposed on oil during the height of oil crisis in order to provide a short-term relief on the Filipino consumers.

2010 Philippine Elections


Presidential elections, legislative elections and local elections in the Philippines are scheduled to be held on May 10, 2010. The elected president will become the 15th President of the Philippines, succeeding President Gloria Macapagal-Arroyo, who is barred from seeking re-election due to term restrictions. If current Vice-President Noli de Castro should not retake office, his successor will be the 15th Vice President of the Philippines. The legislators elected in the 2010 elections will join the senators of the 2007 elections and will comprise the 15th Congress of the Philippines.

The 2010 election will be administered by the Commission on Elections in compliance with the Republic Act No. 9369, also known as Amended Computerization Act of 2007. It will be the first national computerized election in the history of the Philippines.

Senator Mar Roxas is one of the leading potential candidates for President in 2010 and all we need to do is convince him to run for the said position and make him the next President of the Philippines in 2010.

Meet Kevin Ray N. Chua

Kevin Ray Napalit Chua, or Ben, as he is commonly known, was born on July 7, 1990 in Sacred Heart Hospital in Urgello Street, Cebu City. He was born at 10:55 P.M. and was attended by Dr. Elena Tan. When he was born, he weighed 8.6 lbs. and 6 oz. He was born to Ronilo Nacorda Chua from Basak San Nicolas, Cebu City and Elsa Tablate Napalit from San Isidro, Biliran, Biliran.

The eldest of the three children of Ronilo and Elsa Chua, Kevin Ray is the politically-inclined member of the family. The second, Khrisna Marie, is pursuing to be a successful accountant while the youngest, Ervin John, is pursuing to be a successful policeman.

His father (son of Placida Nacorda and Vicente Chua) and his mother (daughter of Anatalia Tablate and Alfredo Napalit), after their marriage in Biliran returned to Cebu and lived in 14 Tres Borces St., Mabolo, Cebu City to start their new family. After his birth, they transferred to his grandmother's residence in Macopa St., Basak San Nicolas, Cebu City where his siblings Khrisna Marie and Ervin John also lived.

Ben's education from kindergarten to high school was sustained by Dr. Edgardo and Angela San Juan (sister of his father), his uncle and aunt respectively. Ben went to Lourdes Kindergarten School for his primary education. He immediately enrolled in Kinder 2 and the next year, in the Preparatory class. He then went to Punta Princesa Elementary School for his elementary education. After graduating from elementary, he then proceeded to Don Vicente Rama Memorial National High School for his secondary education, graduating from high school in 2007. Though he graduated without honors, he still managed to be a successful student in extra-curricular activities.

Ben is spending his college years in Cebu Institute of Technology. He is taking up Bachelor in Science Major in Information Technology.

He is currently the Information Technology Representative in the school's Supreme Student Government and the Chairman of its Committee on Public Relations.

He is also the Vice President on External Affairs and Spokesperson of the Cebu Bloggers Society, a group of bloggers in Cebu promoting camaraderie among Cebu-based bloggers and promoting blogging.

Former Iloilo solon endorses Sen. Mar Roxas for Pres.

 
ILOILO - Former Iloilo second district Representative Albertito Lopez has announced his endorsement of Senator Manuel Roxas II of the Liberal Party (LP) to be the next president of the country. “If the election for president will be held today, Senator Roxas will win handily against anybody,” Lopez, 75, said last March 25 at the Amigo Terrace Hotel here.

He predicts that Roxas will garner a margin of at least 2 million votes in Western Visayas against his nearest rival, citing the case of Senator Miriam Defensor-Santiago who amassed more than 2 million votes against her closest rival, former Speaker Ramon Mitra, in Western Visayas, during the 1992 presidential elections.

Santiago, a native of La Paz district here, lost to Fidel V. Ramos because she was cheated, Lopez said. He did not elaborate.

Lopez said the 50-year-old Roxas, grandson of former President Manuel Roxas, is the most qualified person in the country today to lead the fragmented Filipinos. Lopez, president of the Lakas-CMD in Western Visayas, praised the senator “for favoring the impeachment of Pres. Arroyo.”

“Mar Roxas is young, very capable and intelligent. He also has the money (to finance a presidential campaign),” Lopez said.
 
Roxas is the son of the late senator Gerardo and socialite Judy Araneta-Roxas.

They own the Araneta Center, a mammoth property in Cubao that stretches from block to block, from building to building.

The family’s patriarch, the late Amado Araneta, had wanted to have the biggest, the tallest, the first" of anything in the Philippines. Thus, Cubao was and is Araneta country.

Lopez, who lost to Governor Rahman Nava for governor of Guimaras in 1998, however, said Roxas “should settle first his private life.” “He should stick to one decent woman and he should stay away from (ABS-CBN program host) Korina Sanchez,” Lopez said.

The former congressman described Sanchez as a “money girl.”

“She (Sanchez) works with us (in the ABS-CBN) but I don’s think she is the right woman for Mar Roxas,” Lopez said. In order to look really presidentiable", Lopez said Roxas should settle down with the right woman and marry her in front of the public."

Welcome to the Mar Roxas for President in 2010 Blog. This is the 1st blog of the 2010 Philippine Presidential Elections dedicated to the people who want to encourage and support Senator Mar Roxas as the next President of the Philippines.

This blog is not affiliated with Senator Mar Roxas, the Liberal Party of the Philippines or any of the same thereof.

It is aimed to encourage Senator Mar Roxas to run for President in 2010 and to make the mindset of the Filipino voters that there will be and should be elections in 2010 and Gloria Arroyo's Charter Change would not be an excuse to that.

As of 2008, this blog has already been mentioned in the Philippine Daily Inquirer, recognized as one of the Top 10 Emerging Influential Blogs in 2008, was a finalist in the News and Media Category of the 2008 Philippine Blog Awards, is now one of the Top 100 Blogs of the Philippines, was featured in DYAB 1512, featured in MagTV and featured in Manila Bulletin!

Welcome to the launching of the Mar Roxas for President 2010 Blog!

This blog started upon my initiative to encourage and support Senator Mar Roxas to run as President of the Philippines this May 2010 Presidential elections. I know that it's still far away. But let's think of the future. Senator Roxas has a great potential to lead this country and can do better than what Mrs. Arroyo did to our country.

Mrs. Arroyo's presidency will now come to an end this 2010. Alliances will now shift on who would be the next President of the Philippines. Now is the time to start the long campaign. We should not let this chance fade away.

He has already proven his track record when he was congressman, as Trade and Industry Secretary and now as Senator. He is the leader of the future Philippines. We need him more than ever. If you support Senator Mar Roxas as President this 2010, then tell your friends about this blog and let them know that the 2010 campaign has now began!
