Mar Roxas on Peace in Mindanao

The Problem

The unending conflict in Mindanao: The Land of Promise has suffered for decades from the unending conflicts especially with separatist groups like the Moro Islamic Liberation Front (MILF). Its people, Muslims, Christians and Lumads alike have been the victims of these conflicts but until now, no solution has been reached. The Arroyo government tried to come up with a Memorandum of Agreement on Ancestral Domain (MOA-AD) between the Government of the Philippines and the MILF, but was declared unconstitutional by the Supreme Court.

Mar Roxas' Action

Renegotiate MOA-AD: The government has shown either gross incompetence or something else: a gross disregard for the common interest. Roxas' plan for achieving peace in Mindanao is through enforcing the equal protection of laws, make a new peace panel and call upon all parties to the conflict to stand down and pave the way for a renegotiation of the MOA-AD. He believes that the government should implement the rule of law forcefully and equally, with no ethno-linguistic or religious prejudice.

A Constitutional MOA-AD: With the dilemma faced by the Arroyo administration with regards to the MOA-AD that ended up having President Gloria Macapagal-Arroyo admitting that she didn't read the said document, Roxas wants to make sure that the MOA-AD should not violate the Constitution.

Transparency for the affected communities: In Roxas' plan, he wants to uphold the ideal that all government authority emanates from the people, and that the government should never enter into an agreement that would partition our country without prior consultations with the people of Mindanao.

Respect our National Territory: Roxas wants to make sure that the MOA-AD should respect our national territory instread of breaking it up into smaller bits as he believes that peace can never happen when the country is torn into pieces. The answer is not in further shattering this ideal of one Philippine nation. And this has nothing to do with religion or ethnic boundaries. We are all for peace. The answer is in rebuilding our nation so that none feel neglected for the sake of others

Mar Roxas' Record

Record of Advocacy: Roxas has been at the forefront of the fight for peace in Mindanao through transparency and unity. He believed that the MOA-AD that was formulated by the two parties, the Government and the MILF, was undoubtebly unconstitutional. It was later re-affirmed by the Supreme Court with finality.
